NOAA Project Oct. 28 Meeting Results
After a project overview and presentations by team members, attendees were asked to discuss two questions:
1.Identify prior and current local impacts that are related to changing environmental conditions such as storm flows and peak runoff over the last 10 years.
2.Why are many of these impacts from question #1 likely to reoccur?

Below are the Breakout Groups Results; the numbers refer to the number of “votes” each topic received from the group, thereby prioritizing the issue’s importance:

Developing contrary to natural water systems 14
Undersize culverts 13
Increased frequency and intensity of precipitation events 12
Aging of infrastructure 11
Too much impervious surface 6
Poor drainage/road design 5
Crisis driven 4
Not adequate water retention techniques (previous) 3
Continuing loss of vegetation (native) 3
Lack of quantitative info for selectmen to show cost if they don’t fix stuff 3
Zoning law variances are too easy to get 3
Inadequate funding (local and state) 2
Beavers building dams 1
Plugged up drainage systems (private citizens blowing leaves, etc) 1
Building on a floodplain 1
Hwy/lawn runoff causing increased algae, pickerel weed 1
Insufficient research and funding 1
Grandfathered zoning regulations causing runoff
Only repairing or replacing
Inadequate past zoning
Increased development but not updating standards
Difficult to create change

Not enough base under roads

Engineering doesn’t follow weather changes

In summary, the Working Group Topics elected are:
1. How to develop with maintaining natural water systems.
2. How to address undersized culverts
3. How to address increase in intensity of storms.
4. How to address increase in impervious surface.
